As the metropolitan planning organization (MPO) for the Kansas City region, the Mid-America Regional Council undergoes a certification review every three years conducted by our federal partners — the Federal Transit Administration (FTA) and the Federal Highway Administration (FHWA).
The primary purpose of a certification review is to:
- Formalize the continuing oversight and day-to-day evaluation of the planning process.
- Ensure that the planning requirements of 23 U.S.C. 134 and 49 U.S.C. 5303 are being implemented.
- Provide advice and guidance on enhancing the planning process and improving the quality of transportation investment decisions.
The review can serve as a catalyst to improve the effectiveness and efficiency of the planning process and helps ensure the major transportation planning issues facing the metropolitan area are being addressed.
